Have a 138 in 1 horizontal. I've hooked everything up but none of the buttons except for one (button 3 player 1) nor the joystick works. I cannot get into the setup menu either. I know to get into setup/config you have to hold down S1 after the Game Family screen, however I can't. Any ideas on what might be wrong and does anyone know of another way to get into the config menu?

I've got the 60 in 1, there's a dip switch setting for test/config mode.

Have you checked your wiring for any loose/missing connections/RTFM?

Yeah I did all of that, checked and double checked connections. The 60 in 1 is different than the 138 in 1, I know where the DIP switch settings are on that board but the 138 only appears to have 2 dip switches and neither puts the board into test/config mode

I just ordered that board yesterday . theres supposed to be a dipswitch set on the board that needs to be on to enter it. I THINK

Confirm your wiring harness, matches to the pinout for this board. Make sure you don't have a ground running to the coin door, that is supposed to be for button 6, or something of that nature.

I had similar issues with a 19-in-1 board, turned out to be the ground at pin "e"(lower case, opposite pin 27) was causing my issue. Using a fully loaded jamma harness from Bob Roberts, it was wired to his specs on his site, which unfortunately is not universal across all boards. My guess, it's a pin on the edge connector, causing your headache.

I seem to remember this same issue with the ground on a board we were testing. I think we added a ground. I'll see if I can dig up some info.

It was the 128-1 and should be the same board. My son tied the grounds together on the harness to make the controls work.
(added a jumper)
