I have a 1989 ninja turtle standup arcade and the volume seems to be a little low.  I replaced the speaker with the exact speaker that came with the original arcade. Not sure if there is a volume control somewhere or if there something else that needs to be done? Any input would be greatly appreciated.

Yes, there is a volume control potentiometer, commonly called a "pot". It is usually white, sometimes with a shape on it that would allow a screwdriver or tool to adjust it. Most of them are round and flat and simply have to be moved carefully with your fingers to rotate. Turning it to the right will usually turn the volume up.
