I think it's vertical collapse just a white line in the middle of the screen anyone know how to fix it?

Have been going through this myself with the 14" version of this monitor. Did a cap kit from Ian Kellogg, and the vertical deflection transistors Q401 and Q402. Did you find the manual for this monitor yet? Just got mine partially working this evening.

If I'm testing correctly looks like Q401 and Q402 transistors are working properly.

But did find one issue looks like C408 was shorted.

Any luck with the cap kit? I got mine working mostly. B+ voltage still high (116vdc should be 105vdc) and causing some vertical instability issues.

No ended up buying one of those universal chassis on eBay.
