Game Elf 412-in-1 Won't Exit Games to Start Screen

Hey, I'm a total newb, trying to teach myself everything I can about this amazing hobby. I have a Ms Pac-Man cocktail cabinet, with a 19" VisionPro LCD monitor (model kt-ls19zx), and a Game Elf 412-in-1 PCB. I have everything up and working fine, except when I press and hold the 1 player button for 3 seconds, the screen to exit the current game and return to the main menu doesn't show up. Any ideas?

Sometimes the first press registers as a credit. Press and hold a second time and wait for the exit window.
