I've sent two emails to Bob Roberts this week trying to order 2 monitor cap kits but I have yet to receive a response.
Is it standard procedure for Bob to not respond to email orders for out of stock items? Theres nothing on the site to show that he is out of stock.

Bob is generally really busy. I've waited for a few weeks to get a response from him. Do you have the monitor model numbers? I could give you the cap info if you just wanted to run to Radio Shack and pick them up...

Junkie, thanks for the response. I think I will wait it out and see how the process goes.
I may get kits for a few other monitors from another seller and compare.

I believe the answer is that that clear portion is part of the tube. I think if the glass breaks or if the innards aren't working properly you need to replace the tube. https://www.youtube.com/watch?v=O5xxoVD1JOwEDIT ~ I should add I'm pretty new to in depth monitor repair myself so better to ask someone with more experience such as the poster of that youtube vid, or ask around on klov

I may or may not be the only one on here that this has happened to, but I would not recommend firing up the monitor if you know there is a crack in the tube. There is a small chance, but they can explode. It is VERY dangerous to work on tube monitors if you don't know what you're doing. I don't want to come across as a dick, but I don't want to hear about people getting hurt. Make sure you read up a ton on safety before you start messing with a tube.

No offense taken Junkie, i'm not using it anyway. I don't like playing my arcades if they are not playing right.
Thanks for the heads up!
