just an update on this, with the help of a local electronics repairman. we were able to find the short and replace the part. it was the Diode at cr2 in4735a i believe.
I have rebuilt one of arII board and am now getting 5.17 V from each board no load, when connected to the board i get 4.77/4.86 volts. getting both led lights on.
i was having an issue where the monitor was giving me a pink screen with "raster lines" (I believe its called), so I checked the video input. connections looked good, so i moved on to the dials on the fly back. i adjusted the screen dial and i got some video.
Unfortunately i am getting a Ram 8 Error. after doing some research it looks like this error may be coming from the part of the board that has to do with the battery. the old battery has been removed and there is definitely some corrosion in the area. looking more closely i see that Q4 one of the transistor legs is broken. i dont have enough of the leg to solder it back so ordering parts it goes..
