vs cpu board only one side works

i have a red tent only the bottom side of the cpu board seems to work rows 6,7, and 8. anything i put in the top 1,2 rows doesnt work. the monitor comes on but no sound or picture. i've moved the chips around and they will both play in the bottom slot but not in the top. what should i check first? where can i check voltage and what should it be?

Do you have another board to try? Maybe something is wrong with that 1?
Did it work before? Or did you just get your tent?

I have had odd issues like this before where one side will not work with some games but will work with others.

Unfortunately, I have no advice. I usually don't try to spend too much time fixing the boards as they are usually cheaper to purchase working than to repair.
