The black with white strip is neutral.  And for the tan  and brown one I am not 100 % sure but usually brown is hot and blue is neutral. Technically it doesn't matter though.

alright, monitor is working well.

Now, I need to fix the board set.

Is there a website that will walk me through the ROM errors?

Or should I just buy a new board set?

There's no instruction manual for repairing boards.
Just common sense and rules of the thumb for repairing the simpliest stuff.
If you are getting a rom error, try researching the rom. If that still isn't working. Find someone that has a burner and verify the contents of the rom. If no one is available near you, buy a new eprom that is preprogrammed for the one you need.

For ram errors, pretty much just buy a new IC and remove the old one, install the new one.

Alright guys. This is now working. The only thing (and I had to buy a 3rd monitor... the electrohome and k4900 had terrible screen burn and needed cap kits, so I found one without screen burn) is that there are some weird lines (not a huge problem) coming from the monitor.  How do I fix it, or do I need to do ANOTHER cap kit?

You can see the picture here:

that picture shows nothing to me. I can't make anything out.

Most likely it needs a cap kit. its pretty much a guaranteed thing.
