How to attach pictures or insert them in post for the forum?

How do I attach pictures or insert them in post for the forum? I have looked and search though the forum, but can not find this information. It is preventing me from asking a couple of questions I need answered.

when you are posting to the forum there is a bunch of icons and stuff above the reply box. One of them is a picture. second row, second in from the left. it puts a [ img] tag in and then you put the URL to the image.

Can you suggest a good place to host the picture files that is free? If not free then very cheap to host.
