pcb question please help soon

I have a chance to buy a complete asteroids. Game turns on but no video comes up. This is all from the seller. He says pcb board looks clean but has a burn spot on it. All I need is a board because I have a cabinet with the guts.  does this sound like a board issue?  For the price he gave I would have to get it tomorrow. Please help. For the price and what a pcb would cost I think it is a good . But I don't need a 3rd cabinet  just sitting around.  Thanks

Most likely the monitor has the SPOT KILLER led on. There are a lot of reasons the monitor might have the spot killer on. The monitor might be broken, the cables going to the monitor might not be connected or they are damaged. or the game PCB isn't outputting video, or the game is dead. There are ways to check the PCB easily.

first. does the cone buttons light up and blink?
Can you coin up and play blindly?

Is the LED spot killer LED on?
If you take a multimeter on AC mode and probe the video out can you see a non zero reading?

thanks for the help! i passed on it as i didnt want to drive 2.5 hours and not be certain the board was good. i guess i just keeping searching for a working one. it has proved to be far harder to find than i thought
