did the marquee light ever light up?  my suggestion would be to start with checking the fuses with the continuity test and also checking the voltages.  do you get neck glow from the monitor?

Neck glow good..
rebuilt ARII board..
Fuses are good.

Wondering about the pcb,  its like watchdogging.

it was indeed the game pcb...
Tested machine with a friends asteroids pcb and game fired right up.
