Warlords Cocktail - Controls not working

Greets all,
I have an Atari warlords cocktail game that just developed an issue where none of the controls work.  The buttons work to start a game and advance the start countdown, but the knobs do not control the paddles.  In fact when a button is pressed to start a game, the corresponding paddle on the screen moves to the extreme edge of its range and does not move with the turning of the control knob.  All 4 players have the same issue.  

Any suggestions on how to troubleshoot are greatly appreciated.
