I would try reseating the ROMs. You could have a bad ROM or socket. Dunno. That's what it feels like to me.

If it was me, I would verify the ROMs with my burner/reader.

Think I saw something like this when I messed up JAP and U.S. roms!!

Try reseat all the excitebike roms!
If you don't have an rom reader as John suggest!
