Need some help with my carnevil pcb. One of the chips on the board is smoking every time I turn on the power. The number or location of chip is c42, its a tiny thing and looks like its already melted some.  As I turn on the power it will suck all the power supply as it attemps to start and start smoking.
Any ideas where I can find out what this chip is and does? Power is ok up till the board hardness.

just clip it off. i believe its a bypass cap and isn't required.

Thanks, that worked. It was driving me crazy. Now to fixing the guns and having some fun. Then to Area 51 board that is getting power but no picture or sound. Only one red light (power) is on the board other four are not D14 D15 D16 D17. Thanks again we learn something everyday.
