Just received this board in the mail, which looks in good condition, and sold as 100% working. I tried reseating roms but nothing helps, it just stays like this.

I think I found the culprit -- when I apply pressure to this chip all is well.

I think it's just a cold solder joint, if I bridge the very corner of the chip leg it's fine every time.

Great choice on a game tho.  It is one of my fave shooters

good find!!! surface mount chips can be a real pain to solder. Be very careful and inspect your work afterwards.
