Mine is beyond repair without a tube rejuvenator, I would like to buy a new one without spending an arm and a leg.

Why do you say that?  What's wrong with it?

The screen is heavily tinted green, after replacing the capacitors having no effect I watched this video: http://www.youtube.com/watch?v=lKOK6QB9frM

and followed what it said, and when I grounded out the different colors, the only one that came through was green, but not red or blue.

Sounds like your green is always on. Could be a transistor.

How would I test that?

Download this:

http://johnsarcade.com/vs_downloads/monitors/sanyo_troubleshooting.pdf.zip

It tells you which transistors control what.

Maybe unsolder the green transistor and see if the other colors come through. Do you have a inverter card on the monitor? I have seen the plug in the wrong place cause this.
