Something to do with controls is my best guess, but the stickers on top are throwing me for a loop.

looks like a filter/buffer board. All those round things are diodes and 74LS244 are octal buffers.

It was attached but not plugged into anything on my Zero Team cab.

its not a pinball board I am familiar with. no company logo etc. using 74LS chips dates it since everyon uses 74HC's now. 24 inputs or outputs on keyed connectors to octal buffers? but why two unpoulated AD converters? ADC0804s? hmmm.
