What would be the issue with WG7XXX monitors that do this?

looks like a 50-60Hz adjustment issue, I have this monitor in my Neo-Geo and it did this too when I brought it home.
If your chassis is like mine you will find the 50/60hz potentiometer on the chassis behind and slighly to the left of the H-hold Potentiometer, and should be white, play with that potentiometer and it *should* clear up.

The only K7XXX that do not have this adjustment are the really early ones.
